CapitalPCC were appointed by Rendall & Rittner on behalf of HomeGround and E&M as Monitoring Surveyor for the EWI cladding replacement works across eight residential blocks at Royal Artillery Quays, in Greenwich. Our role is to provide independent monitoring and oversight of the remediation works, protecting the freeholders’ interests throughout the construction phase.
Working closely with Barratt and Faulkner’s Baily Russell (FBR), our team reviewed the pre-construction information, Gateway 2 proposals and supporting documentation to ensure the relevant Building Safety Regulator and CDM requirements had been appropriately addressed. This included reviewing the contractor’s health and safety and construction proposals to ensure the specific considerations associated with the individual blocks, residents and surrounding environment had been properly considered.

With works now on site, CapitalPCC continue to independently monitor construction against the approved specification, design information and Building Safety application. We are also monitoring quality control and QA processes to ensure the required standards are maintained and appropriate evidence and records are captured throughout the works.
A key part of our role as Monitoring Surveyor is to maintain independent oversight of the project’s documentation and record-keeping throughout the works. This includes reviewing and monitoring the golden thread of information, including the change control log, QC/QA inspections, design information, quality records and supporting evidence, to ensure that information is appropriately recorded, maintained and traceable.
This provides the freeholder/ Principal Accountable Person (PAP) with independent assurance that the remediation works are being delivered in accordance with the approved design, specification and relevant project requirements, with a clear and consistent record maintained throughout the construction phase. This approach also helps to ensure that the information ultimately incorporated into the Operations and Maintenance (O&M) documentation satisfies the golden thread requirements and is structured in a way that enables the PAP to easily retain, manage and access the information throughout the lifecycle of the building.
