Patrick Madigan – BSc (Hons) MRICS
Managing Director

Patrick has worked in private and public sector housing for over 28 years as a Building Surveyor, Project Manager and Director.  He has significant experience in the delivery of cladding remediation projects, fire safety works, housing refurbishment, new build and education projects. In addition to his RICS Chartered status as a Building Surveyor, Patrick also holds a NEBOSH Certification in Fire Safety Management and has significant experience in fire safety and compliance matters.

Patrick brings expertise in understanding the Clients’ requirements in relation to compliance, procurement, design, refurbishment, specification, tender documentation, contract management, cost control, resident and leaseholder consultation which enables him to deliver efficient, compliant and cost-effective schemes.

As well as his experience on major projects Patrick also brings extensive knowledge and experience on professional and compliance matters such as the Building Safety Act, Building Regulations, Planning, Party Wall matters, Fire Risk Assessment External Walls, PAS 9980 Assessments and Leaseholder Consultation requirements.

Richard co-founded Capital with Patrick and previously worked for numerous multidisciplinary private practices throughout his career and has mainly worked in the project management, including new build housing, office refurbishments and is now heavily involved in Cladding Remediation.

Richard brings a wealth of experience in procurement and delivery of a range of new build, refurbishment and remodelling works throughout his career. This includes developing the brief, assembling teams, reviewing procurement strategies and setting up the correct project governance structures.

He also brings specialist knowledge in contract administration, building surveying, EPCs, building alteration projects, external repairs and redecoration’s, party wall/easements, feasibility and capacity studies, condition surveys, Health and Safety, CDM Regulations, Employer’s Agent, quantity surveying and cost consultancy, development appraisals and M&E consultancy.

Steve successfully secured a BSc (Hons) in Civil Engineering and since has broadened his knowledge by becoming a Chartered Engineer and a member of the Institute of Structural Engineers.

Steve has worked across the public sector and in private practice within the construction industry for over 40yrs, both in the design office and site based.

An active member of the ISE and ASELB (Association for Structural Engineers of London Boroughs), where he is the point of contact for high rise buildings and Practical Engineering Matters, this helps ensure he remains aware of latest trends and developments.

Responsible for the introduction and application of a risk orientated management approach to issues of structural safety and due diligence.

Sean is used to a collaborative approach to working with consultants, suppliers, contractors & colleagues and believes differences of viewpoint can normally be aligned with a constructive dialogue and a common sense approach.

Michael Scullion is a Chartered Architect and Principal Architect at Capital with over 20 years’ experience delivering technical design, façade engineering, and compliance-led refurbishment projects across high-risk residential, mixed-use, and educational buildings. His expertise spans all RIBA stages, with a particular focus on the design assurance and coordination required for façade and fire-safety–critical schemes in today’s regulatory environment.

Michael is highly skilled in façade detailing, regulatory compliance under the Building Safety Act 2022, and the integration of fire compartmentation, external wall systems, and safety-led design principles. He leads multi-disciplinary teams through Employers’ Requirements development, BIM coordination, design risk management, and quality assurance, ensuring that projects achieve compliant and buildable technical outcomes.

His portfolio includes major schemes such as Elephant Central, Birkenhead Estate, Kleine Wharf, West Slope Residences, Gallions 3B, and Central Quad (TU Dublin), where he has delivered coordinated design packages, managed Gateway 2 requirements, and resolved complex detailing on buildings of varying scale and complexity — from mid-rise refurbishments to £250m+ new-build developments.

Anthony Michaelides is a Chartered Building Surveyor and Director at Capital with over 15 years’ experience delivering façade remediation, external wall compliance, and fire safety upgrade projects across residential, education, commercial, and public-sector portfolios.

He leads the design, procurement, and delivery of complex remediation schemes, acting as Project Manager, Employer’s Agent, and Contract Administrator. Anthony specialises in cladding replacement, internal fire compartmentation upgrades, and Building Safety Act–aligned compliance, embedding golden thread principles and robust documentation throughout project lifecycles.

With strong technical knowledge of the BSA, PAS 9980, fire safety regulations, and JCT/NEC contracts, he ensures projects are delivered safely, proportionately, and in alignment with regulatory expectations. Seán Griffin is a Chartered Quantity Surveyor with extensive experience managing the commercial delivery of cladding remediation, fire compartmentation, and building safety compliance projects. His background spans both consultancy and Tier 1 contracting, giving him a well-rounded understanding of cost strategy, risk management, and the commercial pressures inherent in safety-critical building projects.

At Capital, Seán provides full commercial lifecycle management from cost planning and tendering, through valuations and change control, to final account ensuring transparency, quality and compliance in accordance with the Building Safety Act. He has deep experience working on Building Safety Fund and Developer Pledge schemes, where he oversees funding evidence, commercial reporting, and contractor claims to safeguard clients’ financial interests.

His project portfolio includes major remediation schemes such as Royal Artillery Quays, Cromer Estate, Ibex House, and Kennington Park Square, where he has delivered commercial leadership across façade replacement, balcony remediation, and internal fire compartmentation works.
