Capital PCC is delivering a major external refurbishment programme at Lancaster West Estate, improving fire safety, energy efficiency, and resident living conditions as part of RBKC’s wider regeneration strategy.

Capital PCC was appointed by the Lancaster West Neighbourhood Team (LWNT), acting on behalf of the Royal Borough of Kensington and Chelsea (RBKC), to lead a major external refurbishment programme across the Lancaster West Estate. This scheme forms a key element of RBKC’s wider regeneration strategy to enhance fire safety, energy efficiency, and resident wellbeing across its housing stock.
LOT 1 encompasses comprehensive renewal of the estate’s external fabric, including full roof replacement, installation of internal and external wall insulation (IWI/EWI), replacement of windows, doors, and fire exit doors (FEDs), AOV (Automatic Opening Vent) upgrades, and improvements to terraces, pergolas, and façades.
The works are being delivered in a live environment through a phased, resident-sensitive approach. Detailed planning, risk coordination, and stakeholder engagement have enabled the team to minimise disruption while maintaining programme pace and compliance with the Building Safety Act.

The project has addressed the complexities of legacy construction and variable building conditions through close collaboration between architects, fire engineers, and RBKC. This coordinated approach has already achieved key milestones, including 100% completion of Barandon Walk’s roof ahead of schedule, with design development and scaffolding for Testerton Walk now underway.
To maintain transparency and build trust, Capital PCC has implemented structured reporting and visual progress tracking, ensuring both RBKC and residents receive regular updates on safety enhancements and key programme milestones.
This programme demonstrates how phased delivery, technical rigour, and stakeholder collaboration can transform occupied estates into safer, more sustainable communities. Lancaster West Estate is now positioned as a leading example of community-focused regeneration in London’s social housing sector.
