Capital PCC was appointed by the Royal Borough of Kensington and Chelsea (RBKC) to lead refurbishment works across Tranche 2 of its housing estate portfolio. The programme forms a key part of  RBKC’s borough-wide strategy to improve resident safety, enhance energy performance, and strengthen long-term asset resilience.

Lot 7 (8 Blocks) focused on essential building fabric upgrades, including roof refurbishments, window replacements, lateral mains, and acoustic insulation. The blocks are in a conservation area. Lot 2 covers wider external envelope works and coordination of Gateaway 1 architectural and fire safety documentation and moving through the process of completing a Gateaway 2 application in collaboration with our fire engineers.

A phased, consultative delivery model was adopted to maintain design quality, regulatory alignment, and resident engagement. Early collaboration with specialist consultants supported effective risk management and kept progress consistent across both lots.

Working within occupied buildings required careful planning, robust access strategies, and clear communication with residents. The team worked closely with stakeholders to overcome logistical constraints and address regulatory challenges early in the process.
Both lots have now progressed successfully through pre-construction. Lot 7 has been tendered and is due to mobilise in October 2026, while Lot 2 continues through design refinement and planning review. Together, the works provide RBKC with improved programme clarity, stronger compliance with the Building Safety Act, and enhanced safety and quality outcomes for residents.
