Capital PCC delivered a full cladding remediation strategy for four residential blocks at Birkenhead Estate, securing CSS funding and BSR Gateway approvals while coordinating design, procurement, and resident engagement to ensure compliance, safety, and transparency throughout delivery.
Capital were appointed to deliver cladding remediation for four seven-storey residential blocks at Birkenhead Estate, constructed in the 1960s and overclad in the 1990s. The aim is to create a safe, compliant environment while meeting all Building Safety Regulator (BSR) Gateway requirements.
Our work spans pre-construction and construction. We managed investigations to establish façade condition, undertook a FRAEW to PAS 9980, and produced initial costed designs that secured Cladding Safety Scheme (CSS) funding. These designs form the technical and financial basis for a robust, compliant remediation strategy.
Capital led procurement via a PQQ, prepared the PCSA and Employer’s Requirements, and managed both Stage 1 and Stage 2 tenders. Under the JCT Design & Build form of contract, we provided specification and design coordination and validation, ensuring contractor proposals met the Employer’s Requirements, statutory guidance, and the Building Safety Act requirements.

Capital secured BSR Gateway 1 approval for planning permission and in conjunction with the appointed design and build contractor, also achieved Gateway 2 approval under the BSR regime. The contract sum analysis figure was agreed and the full works costs & Annex D documents were submitted to the CSS and approved.
An agreed Resident Communication Strategy ensure open communication with residents and the community. Our integrated multi-disciplinary team combines Capital’s in-house employers agent, architect, structural engineer, quantity surveyors and clerk of works with specialist chartered Fire Engineer and Building Safety Regulator Assessors has ensured that all technical, regulatory, and stakeholder needs are achieved.
