Capital delivered comprehensive Building Safety Case reports for 36 high-rise buildings for the London Borough of Enfield.
Capital PCC were the lead consultant for the provision of Building Safety Case Reports for all high-rise blocks. The delivery programme was set with challenging deadlines, commencing in August 2023 and completing in March 2024. I am pleased to report Capital PCC proved very capable of meeting the deadlines. Capital PCC delivered all the agreed services within the pre-agreed time and budget allocations. Their communication channels were always open and they deployed a very competent, professional delivery and management team. The standard of service provided was excellent and as a client I am more than happy to recommend them.
Capital were commissioned by the London Borough of Enfield (LB Enfield) to provide Building Safety Case reports for all 36 of its high-rise residential buildings in preparation for submission to the Building Safety Regulator by the April 2024 deadline. Appointed as the lead consultant through the LHC framework, Capital worked closely with the client to develop the requirements for the Building Safety Case reports based on government guidance.
This process began with a desktop review of LB Enfield’s documentary evidence for each building, followed by a gap analysis to determine the requirements for any missing evidence. Capital then conducted necessary site surveys and investigations to gather evidence regarding the buildings’ structure and fabric as required, providing risk assessments based on the evidence obtained, along with detailed measured CAD drawings, Fire Risk Assessments of External Walls (FRAEW), and Structural Survey Reports.

To refine the Building Safety Case reports, Capital held workshops with the client to enhance the narrative of each report, reviewing specific risks and advising on action plans accordingly. LB Enfield set ambitious deadlines for the high-rise building reviews and the preparation of the Building Safety Case Reports. To meet these challenging timelines, Capital mobilised its in-house team early and worked in tandem with trusted sub-consultants who shared its ethos of exceeding client expectations through quality work delivered by competent professionals.
By utilising our internal and external expertise and maintaining excellent communication, the Capital team exceeded the client’s expectations by delivering all required reviews, investigations, surveys, and reports by the required deadline and within the fee levels applied at the beginning of the project.
