London Borough of Camden commissioned Capital to manage their Building Safety Fund submission for Cromer Estate.
The Cromer Estate blocks compromise of 3nr mid to high-rise residential blocks built in the 1960’s located in the Kings Cross area of Camden
The initial findings of a non-compliant system were based on previous investigations to one of the blocks in question. To even the trained eye, the blocks appeared of the same build-type with extensive EWI covering the original masonry construction. Most of the blocks were included in the same original planning submission; this and limited as built information led the client to believe that they would all be similarly constructed. With Capital advising the need for due diligence; the team undertook the investigations to all blocks and whilst of similar construction there were key differences which would have rendered cloned reports materially incorrect.
In order to maximise the success of the application through the BSF process, we also developed and formulated the employer’s requirements and contract documents, coordinating the design team, contract administration and agreeing quality control, sign off and handover procedures on site through our clerk of works.

The design was developed following further investigations and Capital’s in-house design team coordinated the most suitable options for remediation. Our designs were developed, in tandem, with third party fire engineers and approved inspectors.
Planning Permission was achieved via a full plans planning application submission and Building Regulation approval via an Approved Inspector.
Capital are appointed as the multi-disciplinary consultant to provide; Employers Agents, Cost Consultants, Project Managers, Structural Engineers, Façade Engineers, Architects, Contract Administrators, Principal Designers & Clerks of Works for the project.
The project started on site in February 2022 and is due to be completed by May 2023.
