Capital were commissioned by Get Living to manage the full preconstruction and construction phases for the replacement of non-compliant cladding and balcony decking on three blocks at Elephant Central, ensuring compliance with safety regulations under the Building Safety Act through detailed technical validation, cost management, and regulatory submissions.
Capital were commissioned by Get Living to manage the replacement of the existing non-compliant external wall cladding systems and balcony decking to the 3 blocks at Elephant Central. The proposed remediation solution was developed in accordance with the recommendations from the FRAEW review / PAS9980 assessment reports to ensures that the buildings met current safety regulations in line with the Building Safety Act.
Our appointment was to provide all pre-construction and construction phase services including a peer review of existing technical information to determine the correct scope of works, a PQQ exercise for the agreement of the proposed contractors list for tendering, production of the PCSA & Employers Requirements documents, stage 1 & 2 tender process, appointment of the contractor, management of investigation works, technical validation of the contractors design proposals, development and submission of the Building Safety Regulator Gateway 1 application for Planning Permission, technical input and oversight of the Gateway 2 Building Regulation Approval submission, agreement of contract sum analysis and contract documents, contract administration of the works on site, technical and quality control oversight / management of the works on site and cost control and clerk of works services for sign off and Gateway 3 Approval.

The PCSA & Employers Requirements documents were developed by our in-house design team of façade engineers, structural engineers, architects and principal designers in conjunction with our fire engineer (which Capital appoint as a sub-consultant). Our experience Quantity Surveyors closely manage costs throughout the project to ensure value for money for the client.
The project was procured via a PQQ exercise of specialist contractors under a Design & Build contract. Works are schedule to start on site in 2025 following the Building Safety Regulatory approvals.
