Capital PCC were appointed by First Port to deliver a large-scale programme of Fire Risk Appraisal of External Walls (FRAEW) assessments and EWS1 forms across 25 residential blocks in London, Essex, and Kent. The scheme was designed to provide assurance to residents and leaseholders while ensuring compliance with current fire safety regulations.
The project involved carrying out intrusive investigations, undertaking detailed Fire Risk Appraisals of the External Walls (FRAEW), and producing EWS1 forms to support mortgage and insurance requirements. Works were delivered across medium-rise residential buildings, all of which were occupied throughout the programme. Capital PCC also managed the process of arranging permits with local authorities to facilitate access and inspections, ensuring works progressed without disruption.
One of the key challenges was the client’s instruction process, with orders issued on short notice. Capital PCC responded with a flexible, approach, mobilising teams quickly to maintain progress across multiple sites simultaneously. This ensured the client’s programme could advance without delays. Some properties were located in central London conservation areas, meaning a sensitive approach to investigation was required in some circumstances.

The investigations confirmed that most properties did not require remedial works, with only one site identified for follow-up action. This provided First Port with clear evidence of compliance and reassurance that most of the portfolio was safe. The programme has therefore reduced risk exposure, supported resident confidence, and delivered valuable documentation.
This project demonstrates the importance of robust, evidence-based investigation in providing clarity and assurance around building safety. Capital PCC’s diligent approach ensured that First Port achieved compliance efficiently, with minimal disruption to residents, and established a clear, documented position on the fire safety performance of its mid-rise housing stock.
