Capital was commissioned by the London Borough of Tower Hamlets to act as Architect, Quantity Surveyor & Employers Agent to erect permanent Accommodation for new classrooms for Harpley School, to cater for the anticipated growth in KS4 and Post 16 pupils. The location identified for the accommodation had not been used as such since 2014.

Our appointment was to provide Architectural, Project Management and Quantity Surveyor services acting on behalf of the client, exercising the client’s powers and functions and to protect the clients interest pre & post contract. Our role was to ensure the clients development is built to benchmarked standards of quality and that all contractual risk, safety, and compliance obligations are met appropriately.
The Scope of works involved:

6 number Classrooms approximately 39m2 for 10 number students each and 6 number “One to One” teaching room to increase the number of children attending the Harpley school by 32. The development was required to provide improved accommodation for the existing yearly intake for the start of school term.

Groundworks, sub-structure, services and construction of a 2-storey structural steel frame, brick clad with a standing seam roof system. The building is linked via a covered canopy. Provision of 6No. approx. 39m2 classrooms for 10 students each, for post 16 pupils.

Cost Management
Our involvement began at the feasibility stage preparing and taking the scheme through planning up to determination and establishing the budget. This was followed with the precontract, assembling the tender documents for uploading onto Tower Hamlets Tender Portal. Tender returns are recorded upon receipt of the bids, followed by addressing tender clarifications, normalisation of cost and assessment of the quality followed by submission of tender Value for Money (VFM) report with recommendation for client consideration and appointment of the successful contractor.
Our involvement included collaboration with the client and their solicitor to negotiate contract conditions with the contractor up to execution of the contract.
The innovations we brought to the contract was management of the change process and early warnings of potential change and reporting to client.
We also initiated a Value Engineering process to manage cost which was well received by the client.
