The objective of the project was to replace the existing non-compliant external wall insulation system and timber cladding in accordance with the recommendations from the fire risk assessment and the external wall review. The outcome is to ensure that the building meets current safety standards and regulations in line with the Building Safety Act.
Capital was commissioned by SIMARC to manage all stages of the Cladding Safety Scheme (CSS) application for the replacement of an existing combustible External Wall Insulation system and timber cladding at Kleine Wharf. The Property is 5 Storeys high block and is located on Orsman Road in Hoxton, London, adjacent to Regent’s Canal.
Capital was appointed as the multi-disciplinary consultant to provide full professional service from inception to completion. Our services included, Employers Agent, Fire Engineering, Cost Consultancy, Project Management, Structural Engineering, Architectural services, Contract Administration, Principal Designer & Clerks of Works.

Our role includes for a review of existing technical information to determine the appropriate scope of works, a PQQ exercise for the agreement of the proposed contractors for tendering, production of the PCSA & Employers Requirements documents, stage 1 & 2 tender process, appointment of the contractor, management of any additional investigation works, development and submission of the Planning Application, technical validation of the contractors design proposals, technical input and oversight of the Building Regulation Approval submission, agreement of contract sum analysis and contract documents, contract administration of the works on site, technical and quality control oversight / management of the works on site and cost control and clerk of works services for sign off.
In addition, our Fire Engineers will provide an update EWS1 form for the block on completion of the necessary remediation works.
The project is being delivered via the Cladding Safety Scheme with Capital administrating the funding application on behalf of our client. The project has already received CSS technical eligibility, and the programme targets a start on site date of early 2025.
