London & Quadrant – Cladding Investigations and BSF Cladding Remediation

Capital was appointed by London & Quadrant Housing Trust (L&Q) to lead the applications for Private and Social funding for cladding remediation through the Building Safety Fund (BSF). Capital met with L&Q in October 2020 and were given 10 various blocks within their portfolio to submit funding bids for cladding remediation. The deadline for the BSF submissions was at the end of the 2020, so there was little time to undertake the various activities.

Led by Director, Richard O’Reilly, Richard met with the cladding team at London & Quadrant and formulated a programme of work with key milestones. It was imperative that the team was able to hit the ground running with the initial investigations. Opening up was provided by a framework contractor, and Capital witnessed each project to enable a set of findings and recommendations to be produced. Each property had a bespoke solution.

The next stage was to turn each investigation report into a set of Employers Requirements so these could be priced at an accurate ‘construction tender price’ (as required by the BSF). Where required, Capital’s Architectural team submitted planning applications and had these validated by the end of 2020.

Capital further employed a fire engineer and approved inspector to provide early validation of the contractor’s proposals, which were further vetted by Capital’s own Façade Engineers. Capital’s Cost Consultants vetted the Contractors Proposal’ for value and completed the necessary uploads to the BSF portal. All projects were submitted to the portal by Christmas 2020, some two months after appointment and our submissions were ready to commence on site as soon as funding was achieved, something which L&Q did not believe possible in such a short timeline.
