Capital was commissioned by managing agents, Rendell & Rittner on behalf of the clients, Homeground & Adriatic Land 9 Limited to manage all stages of the Building Safety Fund application for the replacement of combustible insulation and cladding panels to Panoramic Tower.
Panoramic Tower is a 20-storey residential development located in Popular, East London.
Capital was appointed as the multi-disciplinary consultant to provide full professional service from inception to completion. Our services included, Employers Agent, Fire Engineering, Cost Consultancy, Project Management, Structural Engineering, Architectural services, Contract Administration, Principal Designer & Clerks of Works.
Our appointment also included for the initial investigation works to the existing external wall system and for a compliance review of the block to determine eligibility for the Building Safety Fund application. We were also responsible for appointing a specialist cladding contractor, under a pre-construction services agreement via a cladding contractor’s framework.

Our role included production of the employer’s requirements and contract documents, appointment of sub-consultants, management and coordination of the design team, validation of the contractors design proposal (in agreement with our chartered structural and fire engineers), agreement of the contract sum (via our independent Quantity Surveyors), administration of the BSF application on behalf of our client, obtaining planning and building regulation approvals, management of health and safety / CDM requirement (principal designer role), contract administration of the works, agreement of quality control procedures, site sign off and handover procedures, included the issue of an EWS1 form on completion of the remediation works.
Planning Permission was achieved via a full plans planning application submission and Building Regulation approval via an external Approved Inspector. The project was given BSF funding eligibility and is due to start on site in January 2023 and be complete by March 2025.
