Capital were commissioned by Barnet Homes to manage the delivery for a cladding removal scheme to the 3 blocks located on the Whitefield’s Estate near Brent Cross. The blocks at Whitefield’s are 11-storey (Ground + 10) tower blocks constructed in the 1960s and featuring cladding that was retrofitted in the mid-1990s.
Capital was appointed as the multi-disciplinary consultant to provide Structural Engineers, Cost Consultant, Architect, Contract Administrator, Principal Designer, with the support of our specialist Fire Engineer sub-consultant to deliver the scheme.
The method of procurement was under a JCT 2016 Design and Build Contract and based around a set of employer’s requirements. The project was procurement in April 2021.
Capital developed and formulated the employer’s requirements and contract documents, coordinating with the appointed design and build contractor. Our in-house Employers agent/contract administration providing post contract consultancy services and agreeing quality control, sign off and handover procedures on site through the construction phase of works.

The process of cladding removal was agreed with the contractor as part of the evaluation of the contractors proposals and developed following further intrusive investigations and Capital’s in-house structural engineer coordinated the most suitable of cladding removal which in turn was developed, in tandem, with third party fire engineers. The project was procured via a tender two stage Design and Build approach. The appointed contractor being engaged via a pre-construction services agreement to work closely with the design team to develop and agree the design solution and contract sum.
Planning Permission The works were carried under permitted development and subject to a certificate of lawful development application.
